Every year, thousands of vehicle registration change applications are rejected or delayed due to a missing or expired document. French regulations require that a new registration certificate be obtained in the buyer’s name within one month after purchasing a used vehicle. Knowing exactly which supporting documents to gather before starting the online process avoids back-and-forth with the administration and periods without a valid circulation title.
Insurance certificate and registration document: an often underestimated obligation
Since August 16, 2017, any registration request, including a simple change of ownership, must include a valid insurance certificate. This point remains unknown to many buyers who think they can arrange insurance after receiving the certificate.
The certificate must precisely identify the vehicle by its registration number or VIN, mention the insurance company and the name of the policyholder. A generic document or an information statement is not sufficient.
In practice, the simplest approach is to contact your insurer as soon as you sign the transfer certificate to obtain this personalized document even before assembling the rest of the file. A complete file including all the documents required for the registration change significantly reduces the risk of rejection during processing.

Proof of residence for registration: the rejected documents that no one lists
Proof of residence is included in all lists of required documents. The basic rule is known: it must be dated less than six months ago. What is less known are the documents explicitly rejected by the processing services.
A payment schedule (energy, credit, telecom) is not acceptable, even if it bears the applicant’s address. A subscription certificate from an energy supplier or an internet provider is also rejected. These refusals generate a significant portion of file blockages.
The accepted documents remain classic:
- Energy bill (electricity, gas, water) dated less than six months ago, mentioning the name and address of the holder
- Tax notice or non-tax notice for the current year or the previous year
- Home insurance certificate dated less than six months ago
- Landline phone or internet access bill (not the subscription certificate, the bill itself)
For hosted individuals, proof of residence in the name of the host, a sworn statement of hosting, and a copy of the host’s ID are required. The file then becomes heavier, and a single missing document is enough to block it.
Transfer code and transfer certificate: two distinct elements not to be confused
The transfer certificate (cerfa 15776) is the paper document signed by the seller and the buyer during the sale. The transfer code is a digital identifier generated when the previous owner declares the sale online on the ANTS website.
These two elements are complementary. The transfer code is requested during the online registration application. If the seller has not finalized their transfer declaration, the buyer can still proceed with the process, provided they provide certain information from the crossed-out registration certificate given by the seller.
Field returns vary on this point: some files are processed quickly without a transfer code, while others remain pending for several weeks. Requesting this code from the seller before parting remains the most reliable precaution.
The crossed-out registration certificate from the seller
The old registration document must bear the mention “sold on” followed by the date, time, and signature of the seller. If there are multiple co-owners on the old certificate, each co-owner must sign. A certificate that is not crossed out or lacks the signatures of all co-owners will systematically result in a file rejection.

Technical inspection and vehicles concerned by the registration
For vehicles over four years old, the change of ownership file must include a valid technical inspection, dated less than six months at the time of application submission. If the report mentions a re-inspection, it must have been carried out before the transfer.
Vehicles less than four years old, certain categories of two-wheelers, and classic vehicles under certain conditions are exempt from this obligation. Checking the precise status of the vehicle before submitting the file avoids paying a regional tax on a file that will be rejected anyway.
The cerfa 13750 form and special cases
The application for a registration certificate goes through the cerfa 13750, which summarizes the information of the vehicle and the new holder. For a company (legal entity), a Kbis extract dated less than two years replaces the standard identity proof. For an association, the statutes and the receipt of declaration at the prefecture are required.
The registration mandate is only required if a third party (authorized professional or relative) carries out the process on behalf of the holder. It must be signed and accompanied by a copy of the identity document of the representative.
